She might not have much of a choice seeing as she is moving a huge caravan overland. Many of the civilians have probably never left the city of Law before. Add to that families travelling with little more than the clothes on their backs, having sold what little they owned for provisions for the journey, and you realize that this caravan is likely ssllllooooooowww as its speed is determined by its slowest member. Which means plenty of time for runaway serfs and dissatisfied freemen to join them as they meander their way across half of Yves. Along with royal spies, sympathizers and spies for the local nobles. As well as all sorts of riffraff. With more joining them in the woodelf kingdom and at other stops along the way. When you promise the holy land, don't be surprised that there is a stampede for the gates. Nor that there are all sorts of people who have made themselves unpopular at home trying their luck in a new land.
One of the people I am worried about joining the caravan is the Plague Squad dude. Maybe not the rest of the team, but the one guy.

if i recall correctly, the 12 informers and two rapists (and He-man, but that doesnt count as he used an ability) all correctly answered the three questions right? so what stops a thieves guild from answering the questions correctly? as long as there intent is only to steal, not harm, no harm would befall the village, and they should pass by. This is why Randy needs to be in attendance during the questioning. I forsee lots of people going to the Dungeon for additional questioning.
I don't think they were questioned before committing their crimes. They had just arrived with many wounded people. Sumiko was needed elsewhere. Richter in his generosity pulled back the mist from a limited space. I also believe he intended to give everyone the right to refuse the questions and leave.
