Considering that she's Bonded to a Quickening, most likely Yes. Wether her Offspring can might well depend on What Tree they Bond too?
Tier 1. I don't think anyone can be born at tier 2 no matter how powerful their parents are. You can already be birthed as a higher-ranking race, being birthed at a higher tier as well would be too unbalanced. You'd get the advantage of all the early levels giving more than others can hope to earn for the same effort. Richter the tier 2 level 47 chaos lord from level 1 is a completely different beast than the Richter who had to ascend from a tier one human (chaos seed). We're talking another 506 stat points, in addition to all the other advantages. The only drawback is losing out on a bit of exp per kill. Who cares when you can match creatures with 20+ levels on you at level 10. Edit: Wrong. Richter would get an extra 9 points per level for 46 levels. So 414 extra stat points.
Doubtful. Remember, Ascension into a higher tier is a pretty personal thing and factors in power core, experiences and accomplishments etc.
Tier 1 draike would be my guess. Assuming he can find another draike. Might have to interbreed with another reptilian race close enough that the universe can bridge the genetic gap.
I think this is how you get the auto Stat allocation in the races. Bringing a slight (slight) bit of science reasoning in, the races (with how absolutely similar and generally humanoid shaped they are) should likely originate to a prime race, or 3, back in the beginning that would split in to all the eventual races of the Land due to exposure to magic and choices and yadda yadda yadda. A tier 1 Draike likely would still get 5 points per level with some mod for con and str, maybe with int or wisdom for bonus magic trength or defense. They don't necessarily have a higher or lower planar power like angels or demons, or higher energy time or chaos (that we know of), they'd just be a specialized form of humanoid like kobolds, or sprites. I do agree they're on another level though so their advantage would then be that they get even more racial bonuses than other races because dragons. Their bodies being weapons, higher tendencies for magic, innate resistances. With the likelyhood that they can increase these aspects through dragonly happenings like, absorbing other dragons powers, exposure to magics, etc. like how Alma can use psy crystals.
I'd say the name of the game is specialization. Mountain dwarves are simply better than humans within their area of expertise. Being chaotic likely means losing out on Order. Celestial, divine or heavenly means locking out devilish, demonic or abyssal. Greater specialisation means fewer options and other drawbacks, but those options that remain are greatly enhanced.
