They are directed by towns administrator or the wiseman? Both of them arguably have a say, even if it is second to RIchter's. With Richter out of time it stands to reason they would be the ones to make the decision regarding research.
Thought on a core library A core Library lets the owner and (depending on the level) a number of retrieval specialists to see books not currently held in the Library's stores with a faint glow. Different color glow applies to books that have been stolen from the library or "past due" or some such.
If he was to make a core library, (or crafting table is what I believe) what would the item of power be?
The skull of the guy interested in creating the perfect set of laws seems like its easily the best candidate Richter has. It would likely have pretty good bonuses related to the relevant subjects as well as general bonuses for a hightier core library.
I hope Richtær can go back and do some excavating around that Glenn. Maybe some advanced detect hidden items would find a check with a manuscript. Maybe his Pierce the veil could do it. Thing is such a book would be better for a core settlement building. But even the potion of clarity or those berries of concentration would do well for the library. Of course any core building plus a fruit of the Quickening would also be amazing.
Core settlement buildings are unlikely to be a thing. It would break one of most important checks and balances for settlements, removing the restriction on how high a level a building can be. From a story perspective, it would give the readers the entire cake instead of doling it out as Richter progresses.
Core is quality though, not level. Presumably a core town hall would still restrict the other building levels based on its own level, but instead of having to build a new one each time they research the next level of blue print, or wasting settlement points on upgrading it, they can just work towards the leveling requirements. This would still be restricted by settlement level, and the tradeoff would be not having used the core in a building that could make your settlement stronger militarily, economically, scientifically, or productively.
There is a precedent (core token) that that building levels can go past the building level limit imposed though by the settlement level and settlement building level. And it would be very tough in increase the level, I think more so than researching it.
You get that anyway as long as the quality met a certain rank requirement (which wasn't that high, but I can't recall which one. I had it on the old forum) I would like to see what the quality of a settlement upgrades building is.
Pretty sure I would keep the monocle as I doubt the core building would be that much better than for a regular monocle with similar, but lesser abilities.
But it would effect everybody using they Table/Building, but yet again I probably wouldn't use the Monocle either (unless it gave really, really good Bonuses?), but if still see what it might give just out of curiosity.
