Firstly Richter has died multiple times, after giving away his favor. Is this a mistake that AK has made? If you die your debts are absolved that it. Should favors carry over from death. Secondly Richter can severely damage the wand, like with acid potion or whatever.. curse it etc.. Perhaps even returning it broken would be a possible solution. I really don't like this reactive approach, not proactive.
I don't think your debts should be absolved with death, unless it was your final death. Personally, I have a suspicion that the wand has some sort of curse, and that maybe Xuetrix is counting on Richter needing to have Xuetrix help in removing the curse before the wand can be dropped.
That's not how it works in any faith in the world. You pay for your shit after death. Especially when an evil creature has a claim on your soul. If you are reborn your debts should follow you right back into life. Its the same as the debt he owes Heman, no way Richter is going to forgive that just because Heman got sent to respawn. Breaking the quest in spirit comes with the risk of the imp asking whatever force controls quests to intercede. The imp in good faith gave up on his claim to Richter's soul. Richter acting in bad faith could be grounds for nullifying the entire agreement and reinstitution the duel, except with additional negatives on Richter for the breach. Its how i'd set it up, oathbreakers and quest condition bending little bitches get the stick. Same as if Richter just goes home and never fullfills the quest. Technically there is no time limit. No way that can't be challenged though.

Just that he’d be given an introduction. Seeing as how he’d already gotten the reward and accepted, he might actually be penalized if he didn’t destroy the nest... even without getting the secret to their immunity. The penalty for failure wasn’t even listed. It just said “Unknown.” They’d played him!
Richter received exactly what he was promised, an introduction to the elders. No traps were sprung, on the contrary they were escorted to the town hall - such as it is - where he received the meeting he was promised. No doubt he could have left safely as well. Richter simply did not listen to what Shinecatcher said. Shinecatcher told Richter that he was sure that he'd get the recipe as long as Richter destroyed "the boners and groaners". Shinecatcher did not bend the quest description, because Richter was only promised a "sure thing" as in there was a chance of things working out. Which they did, and the Kindir were very grateful for him saving them so the elders diden't have to bother going themselves.
Well then, by your definition Richter would not be bending the quest description by stealing the wand and keeping it for himself, because Xuetrix never asked that the wand be handed over to him. There was also never any discussion of a deadline so it wouldn't be bending the quest description to wait a few years before completing the quest.
Richter was promised a meeting which he received. Had the kindir ambushed him that would have been a breach similar to breaking the wand before handing it over or never doing the quest. Its not explicitively stated that the kindir will not kill/ rob/ poison Richter, but I doubt it would pass unchallenged. The quest prompt told Richter exactly what was being offered, he failed to read the terms and conditions before accepting it. Had he done so he could have negotiated with Shinecatcher until it was more agreeable. He did add his own condition in the form of a vow to return within 3 days and lead a band of warriors to the kindir village.

Its implied by the part Xuetrix desires as well as being the entire point of the quest. Richter asked for the secret of the kindir and was told to go to the elders. The secret wasn't Shinecatchers to give away.
That is clearly what he desires, but he should have been more careful about how the quest was worded. And Shinecatcher's quest definitely contained implication as well.
